With 99 percent of votes counted on Sunday, South Africa's African National Congress had about 31 percent nationally in last week's municipal elections, according to Al Jazeera, compared with about 25 percent for the Democratic Alliance and about 10 percent for former president Jacob Zuma's uMkhonto weSizwe party1.

That is a drop of roughly 14 percentage points from the ANC's 2021 local-election share1. IOL, at 97 percent counted, said the ANC still led nationally and in 115 councils, with outright control of 48, while the DA led 27 councils and MK and the Inkatha Freedom Party each led 1815.

The Independent Electoral Commission said about 15.9 million of 29.2 million registered voters took part, an estimated 54.5 percent turnout, up from about 46 percent in 20214,5,15. Voting was on Nov. 4, with final results expected Sunday evening1,4.

The ANC did not win an outright majority in any of the eight major metropolitan areas, including Johannesburg and Pretoria1. In Johannesburg, Al Jazeera said the DA led with about 35 percent to the ANC's 20 percent1. Parties have 14 days to form city councils1.

ANC secretary-general Fikile Mbalula called the result "catastrophic" and said the party would not beg for posts in coalition talks1. The DA said it would talk with parties committed to accountable government, anti-corruption measures, service delivery, the rule of law and non-racialism1. DA leader Geordin Hill-Lewis said the party had already reached out to others to assemble governments that can fix towns and cities5.

Economic Freedom Fighters leader Julius Malema said his party won 6.26 percent, down from 10.31 percent in 20212. "There is no DA that stole votes. Our people voted for DA," Malema said, arguing the ANC's 2024 national unity government with the DA had made that choice easier2,3.

Earlier counts at 80 percent had the ANC near 32 percent, its lowest share in a national-scale contest since 1994, Africanews and France 24 reported5,10. Unemployment above 34 percent, failing water and electricity and corruption complaints were cited as reasons voters shifted1,4,10. Coalition outcomes in Johannesburg, Tshwane and eThekwini remained unsettled1,10.
