Most of the United States is set to return to standard time at 2 a.m. local time Sunday, and a House-passed bill that would make daylight saving time year-round has not cleared the Senate, Colorado Newsline reported1.

President Donald Trump has said he wants year-round daylight saving time1. The House in July approved the Sunshine Protection Act 308-17, with 193 Republicans, 114 Democrats and one independent voting yes1.

Supporters including Rep. Gus Bilirakis, R-Fla., and Rep. Frank Pallone, D-N.J., said twice-yearly clock changes no longer match how people work and that more evening light would help tourism1. Rep. Madeleine Dean, D-Pa., said morning light matters for sleep and alertness1.

Sen. Tom Cotton, R-Ark., said Congress has enacted permanent daylight time before and later repealed it after late winter sunrises1. He said children in parts of Arkansas would start school before sunrise for months1. Sen. Patty Murray, D-Wash., said her state wants permanent daylight time because winter darkness arrives early1.

Senators return Nov. 91. The Senate is scheduled for 22 session days the rest of the year and would need 60 votes to proceed1. Majority Leader John Thune, R-S.D., said geography shapes senators' views1.

An AP-NORC poll a year ago found 56 percent preferred year-round daylight saving time, the Newsline report said1. Congress used winter daylight time in 1974-75 during an energy crisis and later lengthened daylight time under the current March-to-November calendar1.

ABC News reported that the Senate is skeptical of making daylight saving time permanent despite pressure from Trump11.
