Ukraine and Russia said a localized ceasefire around the occupied southern city of Oleshky took effect at 3 a.m. local time on Oct. 27 to allow aid deliveries and possible evacuations, CNA reported, citing AFP6.

U.S. first lady Melania Trump announced the arrangement the previous Friday, saying civilian officials from both sides would assess residents’ needs and help those who wished to leave go to Russia or Ukraine6,16,17.

Ukrainian human rights commissioner Dmytro Lubinets said both sides were observing the truce as of 5:30 p.m. local time Tuesday and that it was scheduled through 10:59 p.m. Sunday; a staffer said it applied to the Kherson region6.

Al Jazeera reported the Russian Defence Ministry timed the pause at 01:00 GMT and said strikes on Kherson province were suspended for a humanitarian mission into Oleshky, where as many as 2,000 people remain, according to U.N. figures cited16.

The city’s prewar population was about 24,000; former residents described severe shortages of food and medicine6,16.

Outside that zone, Ukrainian President Volodymyr Zelenskyy said Russia launched 16 ballistic missiles and 280 drones overnight, hitting energy, logistics and urban infrastructure, CNBC reported7.

CNA said missiles struck a Kyiv university campus and the capital’s Southern Bridge, while Russian regional officials reported deaths from Ukrainian attacks in Bryansk and occupied Luhansk6.

Finland’s president and Norway’s prime minister held a phone call with Vladimir Putin the same day; Kyiv Independent, citing the Financial Times, said Putin spent much of a 90-minute conversation on historical claims and little on an immediate nationwide ceasefire13,20.

U.S.-mediated talks are expected to resume in November, CNA reported6. Independent journalists have not been able to verify conditions inside Oleshky6.
