South Korean Foreign Minister Cho Hyun said Tuesday that North Korea and China may have discussed restarting talks between Pyongyang and Washington during Kim Jong Un’s unannounced visit to the Chinese border city of Dandong last week1.

Cho spoke at a parliamentary audit of the foreign and unification ministries, answering a question from opposition lawmaker Kwon Young-se of the People Power Party1. Kwon pointed to the presence in Dandong of Ma Zhaoxu, China’s executive vice foreign minister, who is often described as experienced in U.S. affairs1. Cho said he believed such discussions were “a possibility”1.

Kim made a one-day trip to Dandong on Saturday, crossing a newly opened bridge over the Yalu River, according to South Korea’s Unification Ministry, Xinhua and North Korea’s Korean Central News Agency2,3,4. He met Wang Huning, a member of the Chinese Communist Party Politburo Standing Committee, visited a memorial to Chinese soldiers in the 1950-53 Korean War, and toured a vehicle plant before returning the same day2,4,5.

Outlets that covered the visit, before Cho’s comments, treated it as a show of closer China-North Korea economic and political ties rather than as a U.S. negotiating track2,3,5. CNA said neither government announced the trip in advance and that the aims remained unclear4. ABC News Australia said the new bridge is meant to ease movement of heavy equipment and other goods after years of delay5.

SCMP noted the visit came weeks before an Asia-Pacific Economic Cooperation gathering planned in Shenzhen, which U.S. President Donald Trump is expected to attend, and that Trump has said he wants to meet Kim again6,1. Cho said Seoul has been consulting Washington and others and that a North Korea-U.S. summit could help break an impasse1. He said it was too early to draw firm conclusions from Kim not meeting Chinese President Xi Jinping on this trip1.

Kim last visited Beijing in September 2025, CBS News reported, and several accounts said the Dandong stop was his first China trip in about a year2,6. What, if anything, Kim and Chinese officials said about Washington was not independently confirmed beyond Cho’s assessment1,4.
