Fairfield police said they arrested a 17-year-old boy in the Oct. 30 shooting at a Spirit Halloween store in Solano Town Center that killed a pregnant woman and wounded six other people^3,6.

The shooting was reported about 8:30 p.m. Friday at 1350 Travis Blvd. in Fairfield, California, the night before Halloween^2,7,9.

Police identified the woman who died as 31-year-old Constance Hages; her family told authorities she was pregnant^3,5,9.

Spokesperson Michelle Belyea said investigators believe Hages was the intended target and that the teenager fired a handgun, striking six other people in the store³.

Police said the suspect was identified within hours through surveillance video and help from a Fairfield school resource officer, then arrested at a home in Suisun City; KRON4 said the arrest was Monday and that he surrendered peacefully, while a Nexstar report said the arrest was Nov. 2^2,3,6.

Belyea said he faces murder and attempted-murder charges^3,6.

Chief Dan Marshall said the Solano County district attorney is deciding whether to pursue an additional murder count because Hages was pregnant³.

Marshall said there had been a disagreement between Hages and the teenager and that he could not confirm whether the teen knew the other six people, who were not intended targets³.

Marshall said the suspect had spent months in juvenile hall after a 2025 shooting at a Fairfield school parking lot, and he called for changes in how California handles youth accused of violent crime^3,6.

A Saturday police update listed the wounded as ranging from 16 to 43 years old, with some remaining hospitalized; accounts of who was still critical differed by outlet and by day^3,7,9,10.

Spirit Halloween said the store would remain closed until further notice and that it was cooperating with police^7,9.
