Virginia and the District of Columbia sued in federal court on Saturday seeking to stop President Donald Trump's proposed 250-foot memorial arch near the Potomac River crossing toward Arlington National Cemetery1,2.

The Associated Press, carried by Local 10, said the new case is the third lawsuit seeking to halt work, joining an earlier suit by three Vietnam War veterans and an architectural historian that is before U.S. District Judge Tanya Chutkan2. The Times reported that the two jurisdictions argue the project is unlawful and raise traffic, environmental and historic-preservation concerns1.

AP said D.C. Attorney General Brian Schwalb and Virginia Attorney General Jay Jones asked for a temporary restraining order, arguing construction would disrupt a major traffic corridor, generate pollution and stormwater runoff, and interfere with emergency services2. The administration, in a recent court filing cited by AP, said it planned to seek final approval at Thursday's meeting of the National Capital Planning Commission and might start construction the same day2.

AP said the government on Friday submitted a 106-page plan for a structure more than 12 stories high, with an observation deck and interior rooms, and that officials have said the arch would also have a national security function2. Chutkan held a hearing Friday on the first case and did not immediately issue an order, AP reported2. Whether either court will block work before Thursday was not reported1,2.
