OpenAI said it has hired former U.S. Army Secretary Dan Driscoll as senior counselor for national security modernization, a newly created job advising company leaders and outside partners on how advanced AI could be used in national security and cybersecurity2,3,8.
CNBC reported the appointment late Nov. 2, 2026; Meduza reported it Nov. 3, citing OpenAI’s website. Channel News Asia carried a Reuters dispatch dated Nov. 2 that described the same title and mandate2,3,8.
OpenAI said Driscoll will work with governments, industry, universities and allied groups on what it calls “democratic AI,” and will help internal teams understand how national security organizations operate2,8.
In comments carried by CNBC, Driscoll said, “I'm joining OpenAI to help the U.S. and our allies put this technology to work responsibly, for the people who keep us safe.” CNBC also quoted OpenAI chief executive Sam Altman as saying the United States has an opportunity to work with other countries on what he called democratic AI2.
Driscoll is an Iraq war veteran who served as secretary of the Army2,3. CNBC said he had pushed military modernization, including drone and counter-drone programs with allies2.
CNBC, citing earlier Reuters reporting, said he resigned as Army secretary earlier this year after reported tensions with Defense Secretary Pete Hegseth2. Meduza said he left in late August and that the Wall Street Journal had linked the exit to disagreements with Hegseth3. The CNA wire item stated the same Hegseth tension8.
Meduza placed Driscoll in Trump administration Ukraine diplomacy: it said he was named a special envoy for Ukraine in November 2025, presented a U.S. peace plan in Kyiv that President Volodymyr Zelensky did not accept, was later removed from talks according to The Telegraph, and took part in trilateral talks in Abu Dhabi in February 20263. CNBC noted a November 2025 Kyiv meeting on a U.S.-proposed peace plan, citing Ukraine’s presidential office2. The CNA Reuters item said President Trump tapped him for talks with Moscow and Kyiv, calling that unusual for an Army secretary8.
Techmeme summarized a separate Wall Street Journal account that framed the hire as part of OpenAI’s effort to win government contracts and influence policy; the Journal article itself was not independently readable in this pass1. Other items in the same cluster were Oct. 31 reports on OpenAI’s fundraising, not the appointment4,5,6.
OpenAI did not, in the accounts reviewed here, detail Driscoll’s start date, compensation, or which government contracts he would touch2,3,8.
